I use eclipse, I love eclipse, it allows me to develop in C/C++/Java/Python/PHP and many many more purely because of the enormous community support and numerous plugins available.

Does Jbuilder do that?

And more importantly, I need a platform which actually has the stones to do what I need it to, not some artsy fartsy fairy OS like windows.

Does it run on Linux?

I can still build most of my software for windows, without changing anything, eclipse is great at allowing the cross platform development thing to happen with ease.

Does Jbuilder do that?

Is this really JBuilder?

The "arguably" is not about the extent of the update, but rather over whether this is really JBuilder. I'd say it is really Eclipse with some new CodeGear extensions. I've put some notes on the subject here:
