With a chief of police Bent Koch Hansen ('Koch' would be pronounced so that it sounds more like like 'cock' to an english speaker) and a 'head bandit' who gives interviews and what else?

I think it's worth pointing out that the policeman they interview in the film clip is called Bent Koch.

This got thrown around a lot a while back. It is a genuine anti-speeding campaign, but the content of the campaign is one spoof news report.

It certainly raised awareness.
